I recently encountered the COMELEC website that shows you where's your designated poll precinct. I was able to verify my precinct in just 10 seconds.
If you are not sure if you are registered or have not been able to vote for the last 2 election or more, you may want to check the site below:
http://www.comelec.gov.ph/precinctfinder/precinctfinder.aspx
Be sure to enter all the require information to get the correct result, otherwise you will be getting a message that you are not registered.
